Take 3: Editors and Trackers

I guess what I am suggesting is that we need to start by defining what we
want from a system and deciding how we want to look at a system.
Obviously the OSI Board needs to approve any such vision and then we need to
take baby steps towards it. I think the editors approach here is a step in
the right direction, but I am not sure the picture of where we want to go is
clear.
In the LedgerSMB project we addressed a lot of these questions (control vs.
participation, wiki vs. CMS). Our approach to creating a more useful
resource may have some relevance here and so I offer it in the hope that
people find some ideas which they find helpful however we go from here.
1) We opted for a system (using Drupal) where originally a few core team
members would have editor/publisher privileges. We opened this up actually
quite quickly and now the primary maintainer of the site is not a member of
our core team (similar to the wiki and the board).
2) We allow all registered users to create content. It then has to be
reviewed and published by an editor/publisher.
3) We maintain a list of other third party wikis etc. so other people can
contribute to other resources effectively.
