Licensing the source to everyone and providing it to everyone are very
different. This clause is materially the same as GPL2 2b:
"You must cause any work that you distribute or publish, that in whole
or in part contains or is derived from the Program or any part thereof,
to be licensed as a whole at no charge to all third parties under the
terms of this License."
The only difference is that under the GPL3 draft, people without a copy
of the work do not get a license. This would be irrelevant in practice.
