I would suggest that OSI starts by directly addressing the latter need  
(finding the best license) instead of spending a lot of resources on some  
abstract Gold List. The result will be essentially the same (or better),  
but I think we will get there much faster (and without the rigid rules and  
long arguments) if we start from specific common use cases and common
