Who the steard is, shouldn't matter to the OSI, since any new version of
the license should be approved independently anyway. Approval is not  
inherited.

Only if the license refers to future versions of itself (like the GPL)
should there be a need for the license to state who can release such future
license, but that's a concern of the license creator, not OSI.
