Revisions to NASA Open Source Agreement (NOSA)

Attached is a revised version of NOSA, which implements the following changes:

- In general -- "NASA" is changed to "Government Agency" throughout the 
agreement to make NOSA available as a template for use by any federal 
government agency
- Opening Paragraph -- A sentence is added making the government agency an 
"intended third-party beneficiary" to any distribution or redistribution of 
the subject software.
- Second Paragraph -- A line is added to identify the government agency 
which is developer of the original software.
- Paragraph 3.B. is amended to give more explicit instructions regarding 
copyright notices.
- Paragraph 4.B. is amended to make it clear that indemnification is 
extended not only to the government, but to all prior recipients as well.
