This is a bad idea, IMO.

I don't know if this would fail OSD#5 or not, but I suspect so.  

There's also a very big practical problem in that copyright law doesn't
restrict use, so you can really only limit distribution by
non-contributors.  This leaves out almost all public FTP sites, so it'll 
be hard to get your software out there.

If you do this, you should expect to get mostly useless one-line bugs,
features, suggestions, and feedback just so people can qualify.
