Contributor License

Hi,

I wonder if the following 'Open Contributor License' would meet the Open 
Source License certification.

I want to create a license in which the software is free to use by all
contributors but not by those who don't contribute.

A contributor is going to be anyone who contributes bugs, features,
suggestions or feedback.
