License Approval Committee

The only thing I'm concerned about is: can I, as an indepent software 
engineer draft a license without the help of a lawyer or not? Does it 
really _have_ to be a qualified professional schooled in law? Or is 
that just a recommendation, instead of a requirement?

I'm talking about this bit (in point 3): "The analysis should come 
from a licensed practitioner of the law in your country."
