Yeah, Pam made a plan for an extensive an more nuanced update of license
tagging, which hasn't yet been implemented, partly due to technical
dependancies and some of the tagging is just hard.
For example, take CDDL1.1. Is it "popular" in the sense that you will
encounter it in dozens-to-hundreds of still-used projects? Yes. Is it
popular for new projects, or promoted by the license steward?
Absolutely not.
Plus, any judgement of "popularity" is something we kinda need updated
on an annual basis. I can remember when the Artistic License was popular.
It feels like we need a tag, or tag combo, specifically for "older
licenses that you will encounter frequently, but probably shouldn't use
for new projects"
