While an entirely unnecessary clause, and something we advise strongly 
against, we haven't held this kind of clause to be an OSD violation in 
the past.  Several approved licenses carry something similar, 
particularly licenses written by government entities.

Where this could become a violation is if it required compliance with 
the laws of a particularly country or jurisdiction, regardless of where 
the licensor and user reside.  That's still argueable, though.
