As I understand it, the intended use of this list is strictly the proposal and review process. If you'd like to invite further discussion, license-discuss would appear to be the appropriate place to do that.

On the proposed licence itself, +1 on the previous comment. Prohibiting sale is use-discriminatory and therefore fails OSD.
