[License-review] W3C license text might be incorrect on website

Hi,

I'm looking at the license entry for W3C, and it looks like the website text [1] differs from what was proposed [2].

There have been a few revisions of the W3C license through the years. I'm guessing based upon the original 2017 proposal that the intention was to approve the 2015 version (W3C-20150513). The SPDX ID on the website also indicates the 2015 version. However, the website text appears to match the 1998 version (W3C-19980720) [3].

I believe the remedy would be to update the text on the OSI page [1] to match the 2015 version. Is this the right place to suggest an update?
