I'm not ready to take on OSI developing a process and criteria for 
approving content licenses this year.  I do think it's something we 
should consider for the future ... in fact, should have done years ago 
... but it's also going to be a ginormous effort for someone.  FUrther 
discussion should move to license-discuss.
