I’m not entirely sure this is true.

Per the Berne Convention, for a work of yours, in my country,
my laws apply, as if it was a work from a native local citizen.
This means that you can licence things that you couldn’t under
your own copyright laws, if you manage to word it suitably.

Again, the nightmare of internationality should be sufficient
grounds to not allow this kind of language in a licence, and
hasn’t OSI rejected licences for it before?
