[License-review] Change in Steward for the Eclipse Public License 2.0

All,

As many of you are aware, the Eclipse Foundation is changing its legal 
domicile to Europe <https://www.eclipse.org/europe/>. As part of that 
transition we would like to formally change the Steward of the Eclipse 
Public License 2.0 from its original steward Eclipse.org Foundation, 
Inc. (Delaware, USA) to Eclipse Foundation AISBL (Brussels, Belgium). 
You can see the resolution in our minutes on page 3 here 
<https://www.eclipse.org/org/foundation/boardminutes/2021_01_20_Minutes_Inc.pdf>.

Conveniently, the text of the EPL-2.0 simply says "Eclipse Foundation", 
so no changes to the text of the license itself are necessary.
