That's a good question and one I don't have the answer to. I would
define the category as licenses that are used by thousands of projects
and one that everyone knows, as we all use "GPL," "MIT," and "Apache"
understanding that everyone will know what we're talking about. I can
imagine that this would be true of the Mulan at some point. I would
write to this list at that point and ask for a reclassification.
