Filli,

Thank you for submitting something that is a clear-cut example of an
"unrelated conditions" license.  I think you've supplied us with a
proposal that can be used, in the future, as a textbook example of what
can and can't be supported in an OSS license, that we will use as the
standard for other licenses.  Licenses like CAL are far less clear-cut
because whether or not data ownership requirements are related to the
code is arguable.  With your license, it's clear.

If you didn't intend this as a test case ... sorry?

>From my perspective, there are two questions to answer here:

1) Does anything in the concepts of this license violate the OSD?

2) Are unrelated conditions like the Vaccine License legally enforceable?

Let's get a clearly-worded decsion on the books here, and stop
re-litigating this idea every year.
