[License-review] For Legacy Approval: OpenLDAP Public

Hi Jilayne,

The license that was approved was "the OpenLDAP Public License Version
2.8, 17 August 2003" and is identical to what SPDX has as OLDAP-2.8.
That is the identifier we will use. You may have seen some
back-and-forth on this list about whether a prior version was approved,
which the OSI can't confirm. But SPDX can mark 2.8 as approved by OSI.
