[License-review] Proposed license decision process

Greg, I was on the OSI Board for 6 years, and I've been on the JCP 
Executive Committee for something like 12 years. So I can speak with 
some authority with respect to the two entities.

The OSI Board operates like any true non-profit Board in that the 
directors have a fiduciary duty to act in the best interests of the 
organization. Board meetings happen on a regular basis, and minutes are 
posted <https://opensource.org/minutes>. As per their Bylaws I believe 
that license approval votes would require a simple majority to approve. 
But to the best of my recollection, every license vote that I 
participated in was actually unanimous.
