The problem is that I do not want to employ automatic relicensing on a 
code share below 50% because then there could be appointed two different 
concurrent groups of original authors which would in my mind lead to 
contradictory solutions. 65% is a rather safe choice avoiding counting 
issues (like f.i. blank lines).
