[License-review] Approval Status of MIT-0

While the archives aren't great, I did a lot of searching and couldn't
find anyplace that the OSI had approved the MIT-Zero license. I'm not
sure where SPDX got the information. Perhaps others on the list might
recall it being discussed or approved.
