Hi Simon,

I still think this is underspecified. But, to be responsive:

The CAL allows source and data to be provided by a third party website. See
the terms for network distribution. Thus, a link to the data, freely
downloadable by the Recipient, would be compliant under the terms of the
CAL.

It would also be compliant, amd possibly easier, to just give a copy of the
particular piece of public domain information to the Recipient.

There may be other ways to comply as well. As I have noted before, it may
not be efficient, but a zip file emailed to the Recipient could also be
compliant. As could a Docker image.
