[License-review] For Legacy Approval: LGPL-2+-KDE

Since this license header merely exercises the terms of the license, and
does not modify the terms of the already OSI-approved license, I'm not sure
whether approval of the header would be meaningful. That would be close to
approval of the license proxy or to approval of an ordinary dual-licensing
construction, which I'd assume is out of scope for the license review
process?
