[License-review] For Approval: The Cryptographic Autonomy License

Richard: Because I didn't read the wiki page carefully enough. :)

I am eager to get this before the board and would appreciate a response as
soon as they are willing to give one, but I am happy to work within
existing protocols and timelines. It is an important goal of mine to
respect the process here.
