No, OSI did not do this.  Although I'm external to OSI and in no way
speak for it, I was part of that process and would appreciate your help
squashing the above frequently reappearing error.

There was some protracted discussion where people on the mailing list
were uneasy with CC0's explicit severing (in the CC0 terms) of any
possibility of even an implied patent licence.  At the same time,
numerous other people including yr. humble servant were strenously
urging immediate certification on grounds that Creative Commons had
neatly covered any objection to the legal effectiveness of the main PD
declaration by including a classic fallback permissive licence, the net
result being IMO very clearly open source.

In the middle of this discussion, the Creative Commons representative
decided to withdraw the submission.
