I think that if you use the language that I proposed, you can abandon the
quirky coupling of modification and thus the major objection to your
license so far. Having dispatched that, there may be remaining problems,
but probably smaller ones. Again, the result might not be so meritorious
that the board chooses to admit it to certification.
