Bruce,

Your point on workload is absolutely fair. People can only
give so much.

A few things to balance. Requiring a preexisting user base
makes the approval process a bit chicken-and-egg. There's
also tension with the current guideline to submit license
texts before they're finalized, in anticipation of revision.
Revision with input from this list is a very good thing. I
offer these just as factors to balance, not to push any
particular decision.

Of course, I'd recommend documenting the policy. I'd also
update the format for approval submissions, so it's easy for
would-be license proposers to look back and understand where
recent submissions stood. I haven't been able to get much of
a sense of BSD-2-Clause-Patents adoption, for example. It's
hard with a newish license, even a newish approved license.
