Sorry if this was already addressed and handled...

It would be great to have some confidence in knowing that
if this is actually approved that the FSF WILL note it as
compatible w/ the GPLv2.

When we were drafting the ALv2, such compatibility was very
important and we were assured during its drafting that it
was compatible... it wasn't until we finished, iirc, that
it was deemed as NOT compatible, lo and behold.
