In general, it takes this committee three to 24 months to approve a new
license.  That isn't a bug, it's a feature; there's already 70-some
approved licenses out there covering almost every possible permutation
of conditions.  The barrier to approving new licenses is high, as it
should be.

If you're in a hurry, then use an existing, approved, license.
