[License-review] Approval: BSD + Patent License

Ouch! 

For the record and IMO, the OSI is the steward of the OSD and *part*
of that is related to understanding and approving new licenses. But
there is also a clear desire to control and limit the unfettered
growth and proliferation of such licenses, esp. if they don't fill
a need/niche not currently handled by an already existing license.

As I understand it, the proposed license has 3 goals:

  o Be a simple permissive license
  o Have an explicit and express patent grant
  o Be GPLv2 compatible

Certainly ensuring that one of the goals (GPLv2 compatibility)
is actually *achieved* is not wasteful at all. Are you suggesting
that OSI should approve it anyway, regardless of whether or not
the license satisfies its goals, simply to avoid OSI demonstrating a
"lack of clear and consistent initiative" ??
