[License-review] Octopus License

Assuming that you are not a native English speaker, I will
try to explain.

All discussion is made here, on the mailing list. Since it is
a mailing list, there will be delays in responses and the
like. Acceptance of new licenses is NOT an immediate thing,
especially one which on the face of it looks no different
from what is already available and suitable.

So, what is likely is that people will ask questions and
you, and other will reply, on this list, but not in "real
time" (that is, don't wait 5 minutes for an answer and
complain when one hasn't been provided yet; we do not
live on this email list)... Expect this to take weeks.
