[License-review] For Legacy Approval: TOPPERS License

Hello Mirabilos,

Thank you for the quick response.

We, TOPPERS project, accept various ways for the reporting such as 
mail, e-mail, web-based form, phone call, fax and so on. If a person 
who have no way for any reason, he/she can choose (a) to redistribute 
his/her software. That does not restrict the redistribution.

Does it violate the "No Discrimination Against Persons or Groups" clause?
