There are quite a few things missing in your submission, but of
particular importance, given the comments already made by others:

"* Clearly state rationale for a new license
* Compare to and contrast with the most similar OSI-approved license(s)
* Provide results of any legal analysis available
* Recommend which license proliferation category is appropriate"

I suppose it is not actually made explicit in the policy, but all of
that should really be in the body of your email submission, not in a
separate document elsewhere.
