Yes, it is a formally a draft. The public consultation phase is over
(modifications have been done to consider some comments) and the text is
now "in the hands" of the Commission and of the "DG Translation".
I do not think (my personal opinion) that any other change will be done,
but it will stay a draft until to the formal publication by the European
Commission (scheduled in June according to their roadmap).
Therefore, even if no further comments comes from OSI, it is recommended to
wait for the formal publication by the EC.
