No, you're right.  Depending on how the software is combined, it may not
be allowed by one or more licenses (e.g. GPLv3 software can not be
relicensed as GPLv2).

I think the FSF position is relevant.  Listening to the license
stakeholder is a conservative approach.

I do agree only a court ruling could tell us with certainty whether
their derivative work interpretation is right (at least right for some
jurisdiction).
