I have reviewed it de novo, and it looks perfectly OSD-compliant to me.
I see no problem with approving it as a whole: the combination of a
copyright disclaimer with a copyright license is a copyright license.
I don't think we need to be nuanced about it: software licensed under
CC0 is open source, period.
