[License-review] Submitting CC0 for OSI approval

Rick,

CC is a cultural works organization and I agree it doesn't appear that 
they intended software to be the main use of CC0. But artistic works can 
be infringing of machine, process, and composition patents, especially 
the leading-edge stuff that CC is so often applied to. Quantel, for 
example, tried to patent some digital paint-brush effects.
