The process is described at http://www.opensource.org/approval .  After
this list kicks the football around for 30 days, or until consensus
is reached, or until we have argued each other into exhaustion, the
Board makes the final decision -- as the minutes show, by voting on
the proposals, though the votes tend to be unanimous in the small and
unrepresentative sample that I have looked at.
