It doesn't say so. Other licenses that have tried this have been 
accepted only after the addition of "best effort" text. The idea is that 
you must try to submit the software, but if there is nobody to receive 
it you must still be in compliance with the license's explicit text, not 
any implicit legal guesses.

And the technology-specific part has to be removed.
