Under this scenario, someone could still cause a fork by taking 
someone's MPL+compatibility code, stripping the compatibility language, 
and then redistributing it MPL-only. The "upstream" could not reuse the 
resulting modifications, which is exactly the situation which we're 
trying to avoid.

Nevertheless, we'll keep this idea in mind and if someone can come up 
with a similar solution we'll consider it.
