Legacy approval request - BSD license (PostgreSQL variant)

Hello,

The PostgreSQL project (http://www.postgresql.org/) originates from
Michael Stonebraker's database group at UC Berkeley. The project began
in 1986, and was released by the Regents of the University of
California in 1996 under a variant of their BSD licence, a copy of
which is attached to this message.

The licence has been used by the PostgreSQL project for the last
thirteen years, and has also been used by a number of projects within
the PostgreSQL ecosystem, including popular applications such as
pgAdmin (a GUI admin tool) and Slony (a replication engine).

On behalf of the PostgreSQL Core team, I would like to submit our
license for review for legacy approval. As requested on the approval
process page of the OSI website, I would suggest that the "Licenses
that are popular and widely used or with strong communities"
proliferation category would be appropriate.
