Legacy approval request - The PostgreSQL Licence

On September 24, I submitted what the PostgreSQL project believed to
be a variant of the BSD licence for approval. At the November 11 board
meeting, the request was rejected on the grounds that the licence was
not generic.

In light of that, and the fact that the discussion on this list
concluded that the licence was not actually a BSD derivative, despite
it's Berkeley origins, I'd like to resubmit the attached revised text
as 'The PostgreSQL Licence', having replaced references to PostgreSQL
and the University of California with generic placeholders.

I hope this meets the boards expectations, and look forward to seeing
the licence approved.
