Well, but we've held that a license *can* discriminate as long as all
the possible paths through the license terminate in acceptable terms
under the OSD.  The reason for #5 is to stop people who want to say
"It's free for everyone but commercial users" or "You can't use this
software to create nuclear weapons."

Sure, those are just definitional problems.  We can work with zhihang
to fix those.
