For Approval: The Azure License

IMO it's compliant with the Open Source Definition. You can quote that. 
Whether or not the OSI board approves the license is another thing, and 
not at all under my control. They do have too many licenses, which is a 
good reason to refrain from approving new ones. I don't suggest that you 
wait for them.
