1. Yes, you can add a separate exception to grant this extra freedom to 
the folks to whom you distribute.

2. Zooko said some time ago that he needs this to be in the license so 
that he, or other creators of works under the license, can compel 
creators of derivative works to also offer the same term on their addition.

IMO, #2 is a trivial enough addition to #1 that it's not worthwhile to 
approve the license.
