License Committee Report for November 2008

I'm the chair of the license approval committee.  This is my report
for the current set of licenses under discussion.  The OSI board will
be meeting November 12th.

Comments: This is the same license we turned back in September.  The
    authors really REALLY want to restrict their code so that it is only
    used for implementations which comply with the UOML standard.  Bruce,
    Matthew, and I have been trying to convince them that an open source
    license is not the right tool to do this.  They seem not to
    believe any of us, and would like a statement from the board.
