Request for approval: EUPL (European Union Public Licence)

Patrice,

I am not representing OSI, just myself. I recommend that your 
organization should withdraw its current request, pursue some 
modification of this license with IDABC, and resubmit it when that is done.

1. Obviously the license update language in #13. I am concened that 
updates not only refrain from removing rights, but also from adding 
/additional requirements./ There should be clear language to that effect.

2. I think that removing the words "and address" from #11 is advisable, 
since the law doesn't necessarily require an address. This would not 
change the intended effect of the statement and would remove ambiguity.

3. Since OSI has approved licenses with choice of law, I can't say it's 
reason for rejection of the license, but I still want to register my own 
objection.
