He doesn't.  He doesn't live in a legislation where this could happen.
All other users of his license probably either.  There's 95 % of the
world's population who do /not/ live in the USA.

Thank you very much for your time and attention.  Please close this
case, as it's obviously hopeless.  I thought the purpose of OSI was to
ensure open software is the result, and that's what people are
apparently thinking of OSI.  OK, next time someone asks me for an OSI-
approved license, I can now at least tell'em why it isn't and won't
happen.
