You're not alone in searching for a solution for the problem of 
signaling preferences for data crawlers, whether that data is code, 
text, images, maps or anything else.

I published a summary of all the existing efforts to send such signals. 
Like Pam said, there are multiple thing you're trying to achieve and not 
all of them (if any) can be solved with a copyright license.
