This is in the right direction, although filtration by a legal professional
would still be necessary before release. As has already been brought up,
you have considered moral rights, copyright, but not really patent rights.
This leaves the recipient having to defend their use rather indirectly
through the estoppel doctrine if there is a patent lawsuit by one of the
license or public domain grantors. You might look at text in other licenses
that grant patent rights that are necessarily infringed to run the program.
An affirmative grant would be a significant difference from cc0.
